The key is the model year. The Subaru 360 van you saw was imported with 360 sedans and trucks in 1969-1970. They are hard to come by but not imposable. Patience and through searches will do you well. Ebay, Craigslist and driving around looking in yards and field may yield your reward.

Front or rear? For either you may need to back the adjuster off through the slot in the drums. The rear needs a drum puller.

In the account preferences you can set your time zone. Everyone should see the posts in their own timezone. I'm posting this at 1:40 Roger. If you see a different time you need to change your time zone.

You shouldn't need a fuel pump (unless you have a non-stock fuel tank that is lower than the carb). Looking good! Nice progress!

The steering wheel looks like '68 or earlier. There should be a date of manufacture by the VIN number.

You might try ordering a spray can from http://www.automotivetouchup.com/choosecolor/choosecolor.aspx?year=1970&make=Subaru&model=All+Models&search.x=58&search.y=11 they list a "Medium Blue" as a color for 1970 Subaru (that agrees with the chart above). If that matches then...
